Can it be fitted where rain hits it directly?
Yes. It is IP65 weather rated for fully exposed positions with nothing overhead, so an open front elevation, a gable or a driveway wall is fine. It hardwires to a standard fixed outdoor connection, which means a cable at each mounting point rather than an outdoor socket.
Is there a bulb to buy?
No. The LED is integrated into the aluminium body on both the 12W and 24W versions, so there is nothing to source now and nothing to change later on a wall you would need a ladder to reach. The body is offered in black or white to suit the elevation.
